My understanding is that Mussolini said something to the effect of
Let the people vote, provided I choose the question.
The mechanism of the Referendum, where the matter to be voted on is determined by the government is a decidedly impoverished and often pathetic sibling of the Initiative, where citizens place the question on the ballot by petition.
