When the High Rep is otherwise engaged, she can ask the rotating Council presidency&#039;s Foreign Minister to represent her. But by not formalising this arrangement (as a &quot;Vice-High Rep&quot;), she is not obliged to choose that option. When the current rotating presidency cannot be relied on to represent EU positions, she will not use it. When it is reliable, and all the more so when it is an experienced and respected foreign minister, she will.]]></description>
